Well he runs a very tight rotation, usually only a 7 or 8 man rotation. There are definitely some obvious advantages to running such a tight rotation, his best players get the most minutes each game and the guys who play should all know their roles. The downside is that it's not exactly great for developing raw youngsters. It's definitely not perfect, but the knicks are winning a decent amount of games with a pretty meh team so I'm not sure how much more you can ask for.
As for Jordan Hill, honestly I don't think he is that good and thats probably why he isn't playing. Bender is nothing special either, but at least he can shoot 3's which D'Antoni loves. And it's not like they are giving Bender big minutes, he probably only plays 10-15 minutes per game.
